The New Vegas version is a prototype, and therefore it does not need the stealth field, but the one in OA is an actual relic from the invasion of Anchorage, and therefore needs the field. Until they release a Chinese Steal Suit or equivalent (either perk or armor) I'd say no (but keep in mind I don't own the game).
